No, is a bad fuel/air relation for some reason, this never can damage an engine by itself, except logically an excess of temperature if the mix is too much rich.

It's just very annoying

Hello, I realize this is an old post but thought to mention something I just discovered. I just installed a Power Commander Fuel Controller. I was having difficulty with getting readings from the TPS. Then I played with the TPS calibration feature. With just the ignition on and the bike connected to the computer, I could roll the throttle slowly from 0 to 100%. I won't go into my befuddlement with my problems, but seems if one has a PC product you can check to see if the TPS is functioning throughout its range.
