Rearview mirror replacement problem

Dear all,

I have a problem of rearview mirror replacement. Even the old rearview mirror has already been removed but the 2 exist bolts are still stuck on its base. I try to turn by the tool both clockwise and counterclockwise but they are still on the same position. Please advice how I can do.
