Bobbin/mushroom Torque Values

I just mounted a Luggage a Grid to my K13S and the instructions did not include torque values for the mushroom that the panniers mount to. Looked on my CD and again nothing (unless it's called something else) in values for the panniers. Generic M10 torque is 19nm. Anyone have the reference value?

I don't remember any torque values - but maybe I didn't pay attention to them either. I remember just tightening the bolts good - I did use blue locktite as well.
